Legal Requirements for Boat Ownership Transfer

Understanding how to transfer boat ownership in Ontario is vital to avoid legal repercussions and financial penalties. Fortunately, transferring ownership is relatively easy and doesn’t require you to leave your home.

You can transfer boat ownership in two ways:

  • Online
  • By mail

How To Transfer Boat Ownership Online

The easiest way to transfer a boat is to request a license through PCELS (Pleasure Craft Electronic Licensing System). Simply fill out the form and upload the following information:

  • The bill of sale document or proof of ownership
  • Signed government-issued identification
  • A coloured photograph of the boat’s side
  • A third-party authorisation letter (if a non-owner applies on your behalf)

After uploading all the required information, submit your application and wait for approval. 

How To Transfer Boat Ownership by Mail

Applying for Ontario boat registration by mail is almost identical to the online process but requires a bit more documentation. 

First, print and fill out Form 84-0172E, Application for Pleasure Craft License, and send it to Transport Canada with the following information:

  • Proof of ownership
  • Signed government-issued identification
  • A coloured picture of the boat’s side
  • A third-party authorisation letter (if necessary)

You can also submit this information in person by visiting your local Service Canada Centre.

It’s important to note that new boat owners have 90 days to update their license and transfer ownership to their name. If the new owner plans on using the boat before finalising the transfer, they must take their proof of purchase documents with them to stay within the boating regulations in Ontario. If you apply online, you will receive an acknowledgment number to put on the side of the boat until you receive your license and other Ontario marine documentation.
